Why is a rip-o-matic legal?

I understand that a rip-o-matic is a commercial or movie trailer concept, and that iti s used to convey the idea of what you are looking to present in the actual commercial/trailer. Many times in independent film, these are used to show potential investors to get across your idea when you don't have the money to fully fund your own trailer. However rip-o-matics are known to, and oftentimes do use copyrighted material. In both the commercial and independent film industries, these are used to [in the end] generate a profit. How does this not break copyright laws?
