For land travel the birth certificate would be sufficient for U.S. or Canadian newborns. The governmental birth certificate is required between an age of 1 and 15 years; newborns may travel on the birth certificate issued by the hospital. A letter of consent is required if not both parents accompany the baby.
Citizens of other countries than U.S. and Canada need a passport in any case.
I believe that all babies/children from all countries are required to have either their own passports or be an attachement to their parents passports., and yes, of course including |Canada.
You also need both parents to travel with the infant/child. If only one parent is travelling, a letter from the other parent allowing the travel of the child with only the other parent must be presented. |This has to be signed by a notary public or a lawyer I think.

if the baby was born in Canada and has a US parent then the US parent MUST register the baby with the US embassy in Ottawa.
the embassy will isue a certificate of citizenship.
you use this certificate to get a US passport.
the baby cannot enter the US without the certificate and the passport.

children under 16 do NOT need a passport, their birth certificate is all they require
