I have a C in pe (i have no idea why, i dress out every day) and mostly As and Bs in everything else.

I think it depends on state.
In NY, it's the four core (Math, English, Social, and Science) plus PE.
Yes, a grade is a grade. If it didn't matter, they wouldn't bother grading you for it... I've seen people being held back a grade for failing PE.
