About 10 years ago this was going to be the big thing.
Two companies came out with systems.
One sent a rocket powered scooter from the chasing police car to slide under the fleeing vehicle. The EMP burst would them disable the car.
The other shot a dart that had the battery and transmitter.
Neither worked well. Besides the obvious, the bad guy does not cooperate by going in a straight line, most of the time the EMP burst was not powerful enough to confuse the cars systems.
I have not seen any system being talked about or sold in the trades for years

No. The amount of energy required would be prohibitive. You'd need a nuclear reactor in the squad car to manage it.
