It's called extradition. You don't have to be an American citizen, own a USA server site or commit the crimes within the states. If the country you're residing in has an extradition agreement with the U.S.A and they ask for your arrest and your country complies then they can take you into custody and fly you back to the states for prosecution. Only a handful of countries are immune to these laws(North Korea, Brazil, China, ect.) New Zealand not being amongst these, that's why the owner of Megaupload was just unfairly and cruelly thrown in jail for 50yrs for copyright infringement even though there is no such laws within New Zealand.
That is not true. It would apply to other countries because a lot of servers are hosted here. Same are the system that gives out DNS address. In theory other countries could find a way around this.

Most of global servers are from USA... if USA implements world will see the effect.
youtube doesnot have own server ... it is guest on google server.
they would only apply to other countries if they agree to it. But, the U.S. government can only apply laws and regulations within the U.S.
