Everyone in the military is eligible for USAA insurance. They recently changed thier membership criteria. You can join USAA as long as you fall under one of the following categories:
Children of USAA members.
Active-duty officers and enlisted personnel.
National Guard and Selected Reserve officers and enlisted personnel.
Officer candidates in commissioning programs (Academy, ROTC, OCS/OTS).
Former military personnel:
Retired officers and enlisted personnel.
Former officers and enlisted personnel who separated on or after 01/01/1996

They have probably the best insurance rates that you'll find, they have a great banking system and their credit card has been rated very high by Consumer Reports. Once you sign up, you can continue to use them even after separating from the service.

Yes. You have to be military to qualify for USAA, but once you get out, you keep your insurance forever, which is a great bennie of it!
