I have enlisted in the Navy as a SECF. Trying out for special forces has always been dream of mine, whether it's SWCC, SEALs, EOD, or Air Rescue. What is the likelihood of me having the opportunity to try out after A school and a few years on a boat, considering SECF is a hard job to fill? I know that if you go the nuclear route, you will not be given the chance to try out for Spec War.

1st are you still in DEP. If so you are in luck. Drop your SECF contract and pick up an SWCC, SEAL, or EOD contract and air rescue really isn't spec ops. Like Navy Crab said if you are in SECF they are not going to let you go. At the end of your enlistment you may be able to work a deal, however since the war is dying down probably not. I know that in EOD they really aren't excepting any fleet guys right now no matter what the rate. SEALs and Air crew you probably would have a better chance of picking up a contract at the end of your enlistment, Navy diver is also considering cut backs, and SWCCs im not too sure of. Again if you are still in DEP that is your saving grace, switch contracts now and don't take no for an answer. With that said if you are going to do that you better make sure you can pass the PST, Im sure your ASVAB is fine since you got SECF.
Since you already know that SECF is hard to fill, then you should know that your command will not let you go until your current enlistment is up. And later on, it may not be easy for you to switch over (you will have to wait and see about the policy & the manning level in the future)
Btw, SO & SWCC are Naval Special Warfare and EOD, ND, & AW-AIRR are Naval Special Operations; there is no Special Forces in the Navy.
Serve your navy contract, then enlist in the Army with an 18X contract. This will guarantee you a chance to try out for Special Forces (Green Berets).

if you want to try out SF in the navy, you should look for proper procdures of becoming one.
