My boyfriend and I want to go to canada for a weekend, I have my passport but he doesn't have his...Is there a way for us both to get in? Also he does not have a driver's lisence
He needs proof of citizenship. If he's a US or Canadian citizen then he can use his birth certificate, but he'll need some form of photo ID. If he doesn't have a driver's license perhaps he can get a non-driver's photo ID card.
if driving all you need is your birth certifcate and yes usually a drivers license as your "government issued photo id" but perhaps he has or can get "government issued photo id" which is what is needed not necessarily a drivers licence. The birth certificate is the important one.

If you do not have a passport your need proof of citizenship (birth certificate) and photo ID (drivers license). If he doesn't have that there is no way he can get into Canada

Melanie's got it right. Just wanting to enter Canada isn't enough - there are certain protocols that must be followed.
