There is a seating area for the public called a "Gallery". There's a gallery for the House and a gallery for the Senate. You should go through your member of Congress to get a pass for the gallery. If you want to see the House, contact your Representative. If you want to see the Senate, contact either of your Senators.

The passes are free, but you may have to stand in line when you get there because there is a limited number of seats in the gallery.
