Pretty simple though, bust measurement - underbust measurement = cup size
So, 31-29=2nd letter = B
Band size should be close to your ribcage measurement. You can either round up or down: I usually say that a light bust or a skinny ribcage would probably prefer rounding up, and a heavy bust or a fat ribcage would probably prefer sizing down.
Try a 30B, which looks like this: http://balkonetka.pl/katalog/size/65b/#
Check the fit: http://brastop.com/fitting
well, the second measure is not exactly "over" your breast. It is at nipple height. The measuring tape must "encircle" your nipples all around your chest.
That said, the recommended way is to either get help from a friend/sister/mom/etc or go to a place like JCPenney, Soma intimates or Victoria's Secret and be fitted professionally.
It is free at these places and others and that's what they do, so they are good at it.
If you try to do it yourself you'll be moving to write and measure and you may not get the best measurements.
How about if there is a victorias secret in your area go ther, ask if you can be measured for a bra size.
