I think you'll find the variation is HUGE depending on the expected use (e.g. electric power generation, pumping, etc), the minimum wind it takes to turn, and the maximum wind (storm) it can withstand, etc.
I'd take a look at the Wikipedia windmill page to get more information on the terminology etc.
However, just to get a price on the table: The smallest one I've seen for any serious power generation (for HOME consumption), withOUT any of the electrics required to tie it into your home power system was $10000.
Of course, those prices go down with mass production - but somebody's got to be first. Its also true that more and more builders are considering tying in alternate power systems (which requires some sophisticated wiring) at the time of BUILDING rather than retrofitting, which saves money.

I recently priced wind turbines. The smallest one was $6,000. They go up from there. Way up.
