I don't have a source....but a school that is owned by the state is by definition a public building, but the term public space can be misleading.
A "public space" usually refers to a space that is open to the public, like a park or public square. A public school may have areas that are not open to the public, like dormitories where access is restricted.
You need to more accurately define your term public space/place.
Par 4 seems a bit angry but his/her answer is not different then what I said. A school could have a public space, for example a field, which someone could cut across as a short cut as Par 4 described. But that doesn't mean the entire school is a public space, for example if Par 4 tried to enter the buildings at the school after hours he would be arrested for trespassing. Althoughj public owned the building is not a public space.

A public space or place typically indicates unfettered public access, which due to governmental laws and regulations does not apply to schools.
Just because a school is publicly owned and operated does not mean that it is open for the public, and just anyone can go into a school and walk around.
Yes, any parent or anyone else who wants to can go on school grounds AFTER SCHOOL because it is public property. Do you have any idea how many times I've cut through my old high school because it was much quicker then going around? I've ran into many old teachers who only wave at me and nothing else, they don't try to call security to chase me off campus or anything.
You pay the taxes so therefore it is public property.
Besides, if I was a parent and needed to take my child out of class for a doctors appointment or something along those lines, how would I do that if I were not allowed on campus?
