I'm not exactly sure. The Queen is simultaneously our Head of State (as with the remainder of the Commonwealth) and the head of the Anglican Church, but the government is forbidden from the making and/or enforcing of religious laws, or preferring any religion. My answer is that, by itself, Canada is technically secular (although one can't discount religious preference by the majority Christians).
