This was a controversial issue back in Michigan a few years ago. Michigan pays 10 cents to recycle a 2 liter bottle, whereas surrounding states pay 5 cents. So people brought in bottles from other states. Finally, the state had to pass a law against it. To the best of my knowledge, neither California nor Nevada has any such law as yet. Although if too many people find this loophole and start using it, then they might do something.
