i am new to makeup.. can you use eyeshadow primers as eye LINER primers for the lower lash line???

i am trying to find a good eye liner primer.. i know Urban Decay has a good one, but it is a little too pricey since it is my first time that i am going to try a primer.. so i want to try one that is less expensive.

i am thinking about ELF's mineral eye shadow primer, have any of you guys tried it? does it work well? can you use it as an eyeliner primer for the lower lash line? do you put it on before or after applying eyeliner?
