23 Democrats and 24 Republicans = 47% of the Senate, also known as a ZERO PERCENT "probability" it will pass.
What is a probability tree? I'd figure out 35% of Dems and add that to 70% of Republicans and see if that was a majority.
this bill is DOA. there needs to be some changes to build support and then sent back to the House for conformation before it can be passed.
