That's not an uncommon occurence; what happens is that the PSN or Store will go offline, then come back up, but your LAN doesn't see the change. As a result, it's as if it never changed. The easiest analogy is a cached page in a browser that's giving you a bad page, when it's actually good. The only thing to do is clear the cache.
In this case, what you need to do is reset your entire LAN, i.e., Modem, Router, and PS3:
(Note: Before doing this, make sure your Router configuration settings are backed up)
1. Turn off your PS3.
2. Unplug your Modem and Router from the back.
3. Wait 30 seconds, and plug the Modem in first.
4. After the Modem boots up, plug the Router back in.
5. When the Router is up and running, power up the PS3.
6. On your PS3, run the Internet Connection setup routine again.
Once that's done, log out and back in, and you should be good to go.
This also works when you get those pesky DNS errors occasionally.
