Depends on which Celica and which Cougar you're referring to. Both name plates have been around for years and have been put on many different generations of body styles. For example, the Celica, back in the 80's could be had with the inline 6 and it was called the GTS Supra ( before the Supra became it's own vehicle ) and in the early 90's there was the turbo-charged AWD Celica that was a favourite for a lot of rally-racing teams. Both were very fast vehicles.
The Cougar name has been around since the late 60's and featured some impressive engine choices during that time ( including the 429 Cobra Jet engine ). Even the late 80's saw the 3.8 L V6 supercharged engine stuffed under the hood. That was a very fast car as well.

What kind of Celica. GTS, or base.
It comes with different trims and engines.
If this is the GTS, the Celica is faster.
If this is the base, it would be a close race, but the Cougar should win.

Consistantly the Celica is faster because the Cougar is a Ford product and they don't run as often.
