Yes, she should since she had worked there long enough to be eligible for FMLA. The cost will suck.
The company is required by law to send you the papers to apply if you are eligible. You can call them and ask. I think you can apply for COBRA up to 18 months after your termination, but it's been a while since I've worked with it. I haven't kept up with any new changes. And I also don't know if FMLA affects it.
You do understand that with Cobra, you have to pay your portion AND the employer's portion to make up the entire cost of the premium. So if the employer was paying 80% of your premium, you now have to pick that part up.
