I assume you mean immigrate to, which is the opposite of emigrate. Well, you can't immigrate to Israel at all unless you are Jewish. So that excludes most people. It also excludes all the people who used to live in Israel before the Jews came along fifty years ago and kicked everyone else out of the country. Oh, and even if you are Jewish, but have become a Christian or Muslim or Buddhist, you aren't allowed to immigrate into Israel. So Israel is definately the hardest. Germany is probably the easiest. Anyone from most of Europe can move to and from Germany whenever they want without a visa or passport or anything. That is because of the European Union. Also Europe is comparatively good at accepting immigrants. Actually the most immigrant-friendly countries are probably African countries.
Canada is not that easy to immigrate.You need a skilled trade or enough money to start a business.A lot immigrates come to Canada and find out there trade and education is not accepted .Another way is to have a family member that is a Canadian sponsor you.

I agree with Captains Feather. Australia is looking for well educated people so I guess I would say Canada. And by the way Australia is just too far.

Australia wants ppl who are educated, have jobs lined up and who can benefit the Australian Society and not be a leech.
