Can I request to be sent to a certain school in my officer contract even if it doesn't relate to my specialty? I'm going into intel but I really want the opportunity to go through dive school.
You can request anything, but you will get turned down. I am assuming the dive school you are referring to is training to qualify Navy divers for that MOS. The military is not going to waste the money to train you for something unrelated to your career. If there is a genuine need for an intel officer with dive qualifications, you could get that training. Think HUMINT and SOF (research this on your own).
Why do you want to go to dive school? Is it to learn SCUBA? Well there are a lot of people in the military who are certified SCUBA divers. So congratulations on becoming an intelligence officer. You will be able to afford to get SCUBA training on your own.
not gonna happen. they will not waste time and money sending you anywhere that will not directly correspond to your designator or upcoming duty assignment.

No! They are not going to waste the time, effort and money to send you to a school that has nothing to do with your specialty!
