Do those who use this phrasing understand that Congress is controlled by Democrats only by a very nominal margin? So the failings of Congress, then, belong to BOTH parties, not just the Democrats?
Update:LOL, wow, look at how many people simply refuse to believe that ALL of Congress has failed America.

As much as I would like to say that it is ALL the dems fault, there doesn't seem to be anyone in Washington right now that is being productive. Our congress has gotten cocky and arrogant and has completely ignored the will of the people. The partisan fighting has gotten so bad that everyone is failing. Nothing is getting done because everyone is more concerned with seeing the other party fail than the country thrive. It is very sad to me and I would love to re-invent Washington with a WHOLE new congress.
Are you saying that all the money & time spent to convince a nation that the Republican Congress was failing and Vote Democrat for change was BS too? Wasted when Katrina survivors need the cash more & other issues were left aside? People trusted that change would take place and it never happened. It goes both ways.
In my opinion this dual system is out dated and fails all together. You start on opposing sides regardless of the topic. Who wins then? Thank you.
What you say is true to some point. But Democrats are the committee chairpersons, Democrats have control of what goes to the floor and Democrats supposedly have the backing of the people. With that said, why isn't anything getting done. Seems like Newt Gingrich got things done with a simple majority.
It's easy to point to the minority in Congress and say "They are keeping us from doing work" but when the Democrats came to power they promised a ton of things. So either they promised something they knew they couldn't do or they didn't take into consideration that the Republicans would fight them tooth and nail on everything.
The democrats have taken BOTH houses in Congress.

What does it matter that they only control a "nominal" margin? They have enough members to pass their legislation.
It is almost the same make up as when you all called it the republican congress last year, except control has switched.
Listen the Dems bring all of the bills, they decide what comes to the floor and what does not. Control is control.
