Go to your local DMV and ask there. You might just need to take the test. It is written and you must drive for them. Even though you get your driver's permit that doesn't mean that you don't need to take the driver's training in school or a private driving school. With out your going to driving school in this state the cost of insurance is unreal, well beyond a normal budget. If they won't test you you can apply for a learner's permit and start over here. I live in Texas and you will need to apply for a Texas permit (by taking a written exam at the DPS office). Then you will need to complete an approved driver education course to get your Texas license. I did Driver Ed In A Box and loved it - I did it all at home and it is an approved course.
