I've been hearing that the shortest amount of time I could spend on active duty is two years witch I hope is true I understand the full eight but I'm holding to spend only two or three years of active duty and also when will I be permitted to wear civilian clothing

Don't listen to moron's that never served. All A schools do not allow you to wear civilian clothes. It is specifically up to the Commander of the command. I had to wear whites every day of A school.
Secondly, 2 years of service is a rarity, usually depending on military needs or special NEC's (jobs)
And don't always take what the recruiter says as truth either.

Long gone is National Call to Service, which allowed for 18 months of AD following A school followed by 24 months Drilling in the Reserves.

Civilian clothes are not authorized until you have been at A school at least 2 weeks( and some require it to be 30 days)

followed by the rest in the inactive reserve

The Navy is not for you, and if you are doing it just for the GI bill, you have to be in 3 years to bye eligible for it.
