The President cannot make anything compulsory. Laws are made by the House and Senate, the President either signs them into law or veto's them.
That is why a Presidents promises are worth less than used toilet paper.

The President doesn't have the authority to do that, unless you subscribe to the Bush-Cheney vision of all-encompassing Presidential powers.
