Hello, I’m a 37 yr old generally healthy female and I just got an apple smart watch for Christmas! While I was walking my dog at a brisk pace, up hill a bit ..and he walks fast.. I looked at my watch and it was 133BPM.. is that high? I thought it may be too high ..I definitely do need to exercise more and have definitely gotten out of shape. When i sat down and took it again it was 96.. when resting it’s usually in the 70’s. Is that normal? Thanks!

"Normal" is a big range. Your Apple Watch isn't always going to be accurate either.
1. A normal RESTING heart rate is between 60-100 beats per minutes.
2. A safe cardio range for someone your age (where you getting some cardiovascular benefits from exercise) is 90-157 BPM
3. A maximum safe heart rate for you would be about 185 BPM.
So, 133 PBM isn't particularly high and you were getting some exercise. Not a problem. Of course the more aerobic exercise you do, the better shape you get into, and the higher your endurance, the lower your heart rate will be when you exercise.
Calculate your max heart rate (220-age) then use percentages off of that. You can google "heart rate chart" (or something similar) and it will tell you everything you need to know.

So, up to 130 (80%) would be a fairly moderate workout and up to 145 (90%) would be a hard workout.

I think that the rule of thumb is that when you are exercising the heart rate should go no higher than double the resting rate. So if your resting heart rate is 72, then your workout rate should go no higher than 144.
