I don't really think that could be possible, because mascara remover is pretty strong stuff, especially the ones used to remove waterproof mascara, and you'd have to wash it off, thereby getting it all over your face anyways, unless you want your eyelashes to fall out. And, it takes alot of rubbing to get the mascara off completely, so I don't think a mascara-wand-style remover could do that.
