The simplest reason is that the government doesn't want them to know how their financial system works.
I might be the only person who doesn't buy anything if I don't have the money for it. The one exception would be the 2 family house that I am considering buying with my son.
I have tried to teach him not to run up credit card balances but he decided to spend an additional year in college and has a student loan plus his MBA. The last I heard my credit rating was 840 and his was 811.
I had been involved in litigation with a large National Bank regarding fraud and mismanagement of Fiduciary Accounts that it was maintaining on behalf of the beneficiaries. We were able to settle three of the five accounts but they continued to fight the other 2.
On the way to the County Courthouse I stopped in the cafeteria for a cup of coffee and saw a ATM machine for that bank there.
The same bank had appealed a case that they lost in a Conneticut Court to the US Supreme Court on the grounds that the Conneticut Court did not have jurisdiction over a National Bank even though they did business in Conneticut.
The Supreme court over ruled the ruling of the Conneticut court due to they fact that the Conneticut court did not have jurisdiction. Period. Not because the Conneticut Court was wrong with their decision. Since that Supreme court ruling (#14-1186) would effect whatever litigation we were in in the New Jersey court. When they offered us a settlement we agreed to it.
We had spent way to much money fighting in NJ and to be told that we would only have to move our case to the Court in the banks home state would only have put if off more. That was November 2005. They reneged on the settlement and a new one was drawn up.
National Banks don't have to answer complaints from anybody except the Office of the Controller of Currency (OCC). The OCC derives it's resources from the National Banks.
Beware of National Banks. The State Banking authorites have no authority over them and you would have to travel to the National Banks state of origin if you intend to litigate. They are a bunch of thieves overcharging commissions and charging illegal fees to their fiduciary accounts.

The public education system does not currently teach kids how to live in the real world. Only through trial and error do they learn the system and even then the government has made it so complicated you would need a 4 year degree in economics just to understand half of it. But on the flip side with the Internet and more resources for information, I think people are slowly coming around!! We can only hope.
